According to the Zionese, the Goddess would grant you with a long and happy life if you were faithful and innocent... it just sucks for your friends and family because it passes for THEM in a blink of an eye and then you're gone... but for the one touching the stone they get many fulfilling, pleasant years.

If someone loves their family, etc, having to live a lifetime without them and/or knowing that they will suffer is a punishment in of itself.
If 'time' passes for them without interacting with anyone else, it would be like being thrown in solitary confinement for a few decades. That would more likely leave them gibbering mad than happy.
So far, there's no actual evidence that the stone does anything except accelerate the physical deterioration, usually associated with age, in anyone that touches it.
I'm with Silverhair, I don't trust it. Even if it -does- make actual localised time pass for someone that touches it, it could have been originally intended as a weapon or execution device rather than some form of 'judgement' as it is used now.
It'll be very interesting to see what does actually happen.
