As director of Anthrocon Registration, I can confirm:
#1 this is indeed an actual unphotoshopped badge. I checked the badge number.
#2 In Anthrocon's Registration system, there is a name associated with Mystery Otter!
#3 That name isn't mine. OR IS IT.
#3 I'm not telling any of you a thing. :)

It is entirely possible that our Mystery Otter was simply very sneaky with displaying badge, as the acryrlic 'fursuiter badges' do let one be. As far as our records indicate, Mystery Otter only bought one badge!
Anthrocon's policy, very true, is "one person gets one badge, and one badge stays on one person." To note, this is why Anthrocon permits blank badge names- for fursuiters not wishing to reveal identity. (We can always work from a badge number, which is on every badge.) Unless there is evidence to the contrary, I will assume Mystery Otter was just terribly mysterious. Plus, I hear he can cut guns in half with his mind.

I know what you're implying with your raised eye brow, good sir, and i can assure you the implication is false. My defense is three fold:
1. I am too short to be Mystery Otter
2. I am a Wolf, not an Otter
3. I carry around a giant WAFFLE, not a tasty FISH
You my have seen me around Anthrocon either hitting people with the waffle, having it stolen from me, as well as chasing and/or being chased by hungry waffle thieves...
So, I COULDN'T be Mystery Otter.
