Blow up a balloon to the size you want and tie it. Tape the nipple down with any old tape you happen to have. I used scotch. Mix glue (either Elmer's or the next cheapest white school glue) and water at 1:1 ratio. Rip up a bunch of newspaper or shopping ads into strips at least smaller than your hand. Dip them in the glue mixture and affix to the balloon until you have four even layers. Allow 4-8 hours to dry, make sure you turn it over so all of it dries. THEN THE MAGIC PART. So the same thing that you did with newspaper, but with PAPER TOWELS OMG. Apply two layers of white paper towel and let it dry. Then add a coat or two of white paint, dry, add dots of any color! :D I find acrylic paints dry quickest and are brightest, but don't get glow-in-the-dark paint because it's too thin and looks nasty. Also, if you intend to draw your dots with pencil before painting, remember yellow doesn't cover up pencil lines. <_>
