how did you make the background?

Two layers of repeating horizontal stripes of different widths; several layers of vertical bands of different widths and intervals, merged together and used to mask the horizontal stripes; a layer of noise, scaled up and used to define a selection to apply the glitchy horizontal offsets; plus colouring and cropping.

Executive summary: fiddling in Photoshop :3 It wasn't as systematic as I probably make it sound.
