Lati (pronounced LA- Tee) is the main character in my story "Gears in the System"
Because i dont have the time to write out the whole thing here i'll give some cliff-notes:
-The thing on his head is called a Mentisonus (Mind-Sound)...think of it like a psychic octopus
-Yes he's plotting something... he's always plotting something
-Yes, HE is a HE (just didnt draw the other bits at the time)
