Here's the new character for Toxic Rainbow.

Doctor Hazard is a ninety five year old male. he has many scars and oddities about his body. When he was eighty, he created a serum to reverse the aging process, however it was just a prototype and during testing he almost aged backwards to non exsistance, his assistant at the time quickly gave him another serum that would reverse what the original had done. The two toxins fought it out and now Doctor Hazard is stuck as the appearance of a sixteen year old boy.
