The technical part that I can explain is this: When all still was in the black and white stage, I used a soft default brush to sketch out the basic direction and form. Later when I had added color I used the dodge and burn tools with an airbrush to bring out the energy and heat of the cloud. The rest is up to you. How you imagine the whole thing I guess.
