these are the basic hoodie measurements i need, in order to sew you a hoodie.

you'll need a friend, and a cloth measuring tape (the kind used for sewing, rather than one from a tool-box). You can find these in sewing kits from most DOLLAR STORES. you don't need to go out and spend 5-10$

If you do not have someone to help you, you can use a pre-existing shirt/hoodie that fits you comfortably, and get your measurements from that.
