A renowned biologist and surgeon, her contributions to research on nervous systems and their relation with musculature has allowed many doctors to perform ground-breaking surgeries.
She's also 6. (physically, at least)
She was inducted into the research team for Colours Pharmaceuticals at he age of 19 and was part of the research team for ProsTech, where she met her husband, Seth.
During the pioneer surgery for ProsTech, Milligan went snooping around the compound under the facade of research. As she was leafing through the medical records, dark things gradually came to light. Each and every one of her patients in the basement was actually being prepped for a lifetime of servitude as mercenaries or Colours' private army.
Post-surgery, she told Seth all she knew as they awaited the recovery. After they recovered, she got pregnant and was expecting when Colours learnt of her snooping.
They injected her with a prototype drug that, if successful, would allow one to live forever. They certainly weren't expecting her to regress. Of course, her 6 year old body couldn't handle the pregnancy and she had a miscarriage. Colours covered the cost and she was sent back to Seth with a warning.
Originally, she'd planned on exposing their deeds until she realised how much Colours had corrupted the government of Arkadia. They controlled almost every facet of the political sphere, though hey kept it under wraps by not interfering unless it involved their company.
On the day of the Slayer Incident, she left the compound just in time to escape the bloodbath. She had also left Seth, whose ideals conflicted with hers, with a heavy heart. She was quietly sobbing by the tree outside the company when she heard klaxons blaring nearby. Suddenly, she was swept up and ferried away into Arkadia by Seth.
In their own quiet way, they reconciled and lived a quiet life in town for several months. Well, as quiet as it was possible for a pair of researchers. During that time, they perfected ProsTech and were planning on marketing this new technology when they got a call from Bolzan, who was part of a resistance movement against Colours.
They settled into the camp at the outskirts of town, where she had to explain (and sometimes 'persuade') the Prism members about her identity.
Having wanted children of her own, and having said dreams crushed by Colours, she took a liking to Albida, Bolzan's adopted son, and roger on him like a mother, though Albida treated her more like an aunt than a mother. She wasn't surprised, since he understood stuff and remembered, though he had remained perfectly infantile.
When Seth lost his arm, she was amongst the surgeons helping. Her small size had dome benefits, in the end.
Recently, they decided to live in town, to lead as normal a life as possible. In the end, though, when Prism declared war on Colours, she eagerly took up arms. She's pretty darn good with a Desert Eagle!
Even as the underground war goes on, she and Seth still lead normal lives in Arkadia, much like many of the members of Prism.
A strong and fairly bossy lady, her dimunitive size hides a passion for her 'art' as well as a deep, deep hatred for the lies that had ruined her and her beloved.
