Brushes: I use a personal variation on this brush http://freakshow6.deviantart.com/ar.....rial-177890902 (Although the version I made doesn't look anything like his brush :S) and a few of the default ones in photoshop CS3.
Textures: I made it a point to make my own textures since I hate seeing the same free textures that go around. Only maybe once or twice have I used someone else's textures, but only after I bought them and combined them with personal textures. For most of them it was simple, cheap-y watercolors on some heavy weight watercolor paper. I also scanned in the actual paper just raw for another textures and another set of textures (the ones here) I made using a stamp pad on some normal computer paper.
Effects: I'm a big believer in a using gradients, but only at a fairly low opacity ( 5 - 30%) on different blending modes. Also subtle drop shadows or outer glow can help to pop certain parts off. Gradient maps also save me for colors all the time.
I'm going to a file breakdown soon enough so you can see all this in a working file!

Lately I've been wandering around to try doing the same technique as you did... you have such lovely retro yet modern style... very iconic :D
gradient is a very nice touch... especially in giving depths and luminescence :D its very beneficial
