As stated by the person above me but to explain exactly why, when a bid of prey is a baby it learns what species it is by who is feeding it.
In Luke's case he was fed and cared for as a pet (which is Illegal in the U.S.) by humans when he was a baby. This caused him to firmly believe he is human.
To be released in the wild would end in his death, he wouldn't know how to survive and when it came time to mate and find a female he would look for a human female, not a kestrel female.

ah, i misread. I definitely know what imprinting is, but for some reason my brain sorta short-circuited. I don't know why, but my first thought was more of him trying to mimic human speech much like a raven would.
