Razing Blow! It's Arby's special attack in FEDA: Emblem of Justice!
Anyway, I did a "sprite" enhancement after seeing a sprite enhancement thread in Newgrounds forums, being amazed at the enhanced werewolf sprite of Altered Beast (apparently this thread inspired from the Street Fighter II HD sprite remakes).
The sprite I based my work from is Arby performing the Razing Blow in SNES game FEDA. Screenshot was taken from FEDA Shrine in RPG Classics.
