Ok... so here's the backstory.
At the beach tanuki was resting quietly... at least until cat came over to play with him, trying to hug and snuggle with him, but just as she was about to hug him tightly, a water balloon splashed against her back. As she turned around to see who did it, she saw fox fall back behind a sand dune, laughing his head off proclaiming "I got you, I got you!" Very loudly, and although as the water rolled down her back, irritating both her and her fur, she decided to let it slide this one time, because she was with tanuki, and for once, he wasn't trying to escape...
When he fox threw another one and it hit her the second time, she turned around yelling "I'm warning you fox, if you do that again, you're going to get it!"
Sadly, fox wasn't listening to her, the sound of his laughter was the only thing that protruded his ears... and as he got back up, he threw another one, and made a direct hit on the back of Cat's head... and that's what set her off.
She quickly got off of Tanuki and asked "Tanuki, would you mind helping me make a huge water balloon?" With a sly smile on her face.
"Uh... sure." He replied reluctantly, seeing no harm in helping her.
As he said yes, Cat used her powers of transformation to transform Tanuki into the rubber version of himself, and then pulled him over to the water, where Tiger was playing, because the sand would stick to him.
As Cat approached him she asked "Hey Tiger, would mind doing me a favor?"
"Sure what is it?" He replied a little worried.
"Fill up Tanuki with your melting powers?" She said, pushing the rubbery Tanuki in front of her to Tiger.
He nods and begins to comply with Cat's request, flooding himself into Tanuki's mouth,turning him into a big rubbery water balloon.
After about 5 minutes of inflating and a few more minutes of rolling the inflated Tanuki around, rolling over Panda and Squirrel accidentally, she called out to fox as he was still hiding behind the sand dune. "Hey Fox! Want to have a water balloon fight?"
He looked over,ready to chuck a water balloon at her, until he saw what she was carrying, that made him drop his weapon. "Eep." He uttered as he saw the massive size of the water balloon as he quickly ducked behind the sand dune for cover.
"I WARNED YOU DIDN'T I?" Cat yells out at him.
Tanuki, now the helpless waterballoon, wiggles around uncomfortably from his huge size.
As for panda and squirrel being ran over, panda re inflates himself after being flattened, and uses a pump to inflate squirrel not back to her normal size, but much much bigger, and after inflating her to her maximum possible size, panda inflates himself to her size, and they roll around on the wind, like two beach balls, bumping into each other happily.
