One of the cliche rules for being an Evil Overlord (or honestly, just a good idea in general): Modify all weapons to fire one more shot than standard, just for those smartasses that try to count your shots. "Ha, that's 6 shots, you're out!" "7th shot, mother *bleep*" "DAMNIT!!!"
