It looks like another city has gotten on Guntram's bad side and he decided to shrink it down to size to teach them a lesson. Normally he would just keep the city in a snow globe or something. But, Guntram has met a new friend, Conejito, and he is not opposed to letting the big bun have his fun.

I can see that - buildings as tall looking as that, many times Guntram's height, reduced to MAYBE a foot tallish? Thats probably to much size loss to properly grow back from any kind of substantially less powerful growth spell no matter how many times you use it. Magic resistance you know. Maybe if he rolls a 20...
A power of creating miniature cities to stomp on all day?! That would certainly decrease the amount of rampages in the world. Unless, those cities are real cities shrunk.
