Super late to the party here but it's a themed commission of an extremely long running British sci-fi television show called Doctor Who, the police call box is his space ship and the character in the drawing is dressed as the "10th Doctor" played by David Tennant (or at least that's what the suit and brown coat are usually a reference to). It would take to long to explain the show but that's like the basic of it.
