Yup! It was actually composed with Finale, a scoring software, but you can score directly in your daw, and there are many open source options available (e.g. google musescore)
Sadly, Logic 9 is not available for windows. Check out http://www.reaper.fm/ - that's a very affordable daw. Samples wise, VSL isn't exactly cheap but you can find something like http://sso.mattiaswestlund.net/ for a start.
