Tip: Draw normally with the brush tool. Work on understanding layers first. Then understand all the tools on the side bar and learn where and when to use them and how much. THEN you can fiddle with filters :3 The quickest way to make your art look cheap is to overuse filters and stuff! I'm no professional, but I occasionally catch the whoopsies I do in my own drawings and learn from them ^^
