                    If your eyes are all white then why not get some white mesh and see through the eyes themselves? Much better vision than through tearducts. 
I suggest using shaped fur for the hair, check out the fursuit livejournal there's a ton of good info there.
Static jaws are easier, but moveable jaws I think have better ventilation. You could also get a small fan and put it inside the muzzle, with a hidden exhaust vent around the ears. That'd give the best air flow.

                    her original head I made used mesh to see out the eyes, but because it's white, light makes it harder to see (ironically) but going any thinner on the mesh would have made them look gray, not white......... and I was the one that made her original fursuit incase you're thinking "who does this girl think she is?! she acts like she KNOWS this stuff" XDDDDDD                
            
                    ah that's actually kinda ironic x3 I wouldn't have thought that white mesh would be hard to see out of but i can assume it'd give off a glare or something. there's probably some alternative that people have thought of. I'm personally just not a fan of vision through tearducts myself, I always find it a little 'off' since you're not quite looking through the eyes and some photos can come out weird n stuff XD. But i'm not a builder (yet, am curious to try!) so I'm not entirely sure of the structural differences~                
            
                    yeah, it has to have some darkness on it to get rid of the glare, otherwise you can't see hardly a thing! (I put her head on multiple times when I was making it, so I know first hand.....er.... first head XD)
as long as the ducts dont sink in too deep, or stick out too much, then it can work very well, and often times the eyes are better spaced on the costume, since animal eyes tend to be farther apart by a bit (to make room for the nasal structure in the muzzles)
