This program makes inbetweening hard as fuck (no ability to change opacity for onion skin) and I did get confused with my own lines (if you haven't noticed my lines aren't exactly the cleanest...). Inbetweening was a bitch due to the aforementioned, and overall this still looks mediocre and crappybad (but better than my first attempt).
Yes, there is a pen tool but the tablet support is god awful in this program. Would have gotten this done last night but I really can not draw after work because of how crazy and busy it has been. Can't blame the program for my lack of skill, though.
Interestingly, more than halfway through (on the key frames, anyway) I decided to trace over a couple of frames and I came to realize why the contact pose is the most important pose in the walk cycle despite some saying otherwise. I just don't see (nor can I see) any other pose taking the contact pose's spot.

The nearest arm snaps into a key unnaturally when it's swinging right, I think. You'll need to smooth that out a bit.
Bobbing is nice, action on the feet is good, may be a little close to the body - did you animate this walking across the canvas or in place? Animating in place can lead to a lot of difficulties down the line - I always animate walks across the canvas.
What program are you using? There are a few good animation programs I can suggest - Flipbook Pro is the industry standard drafting program,Plastic Animation Paper is free, Toon Boom Animate Pro is vector based but apparently really good.

Pretty good start. One thing I notice is that the left foot (The one farthest from the viewer) slides a bit too fast to reach the end of the cycle. If you focus on it you will see what I mean.
Also his right Arm (closest to the viewer) snaps too quickly forward.
