*looks it up* Apparently it's to keep a show horse's mane in good condition so there isn't a whole lot of work to do at the show... they do it all the day before, put it on, then just touch it up before showing.
That or for training a mane to stay flat so it shows off the neck more... or to keep the neck clean...
I think he's in disguise, personally... can't really tell who he is under all that blue! >.>

awww. LOL i hated puttin those things on the horses i worked with . . . our "guys" didnt seem to like them too much . . . . the mares were ok with them but theirs seem less constrickting O.o i didnt do the measurements fer them . . thei respective owners did . . . but sheesh i wundered what some of them were doing. excellent caot protection tho. :D
I've seen those things before... Although the ones I've seen are called "Sleazys" As in "Sleazy sleepware for for horses" Indeed it is a protective covering so that all your hard work grooming at home doesn't get mussed up the first time your horse rolls in the stall at the show.
