Seeing as the final version has all the rain and whatnot obscuring the actual character to an extent, I figured I might as well post up the WIP version prior to finishing the background, effects and lighting.

Compared to the Soldier's normal design, in the Last Engineer there are metal pads on his knees, shoulder and forearms. His boots have been reinforced, his helmet (upon closer inspection) has a crack in the centre and his class logo has been replaced with the Team Fortress logo. The rocket launcher, whilst inspired by the default, is more complex, larger and more menacing.
