Well usually I would just start painting from lightest to darkest colors, with the water color palette.
In this piece it seems i also used gouache mixed with the water colors, to add some highlights and details, after having layed some base paint.
Masking fluid is also helpful when working with water colors. Lots of fun techniques that work :P
If you want to work with water colors; using dry water colors can be a lot different than using tubes with liquid water colors, which can be used similar to gouache to paint some details on top.
