An animated gif needs at least 2 layers to work with. And, each layer you have in gif file serves as one of your frames of animation.
Afterward, it's a matter of setting the timing (how long long each frame is displayed). I like using the art program The Gimp for making animated gifs personally, but Gimp isn't the only program that helps one make animated gif files.

No prob. And, I seem to remember using this trialware program called "aGif" back before I ever learned how to use Gimp, and realize Gimp supported creating animated gifs.
Now, from what I remember, aGif has a pretty nice, fairly simplistic interface suitable for those new to creating animated gifs, but the accursed thing put in It's own watermark in any completed animated gif you created under that program.
Granted the text watermark put in your animated gif by that program from it was fairly small and unobtrusive, but still annoying just by it being in the finished animated gif.
So far, I've always been VERY happy with how Gimp handles creating animated gifs. However, if you're a first timer doing that under gimp, you may have a little bit of trouble at first figuring things out perhaps.
