Might be a chin guard for stable crib (or whatever it's called); incase s/he smacks his chin over the edge of the stable?

My guess is that horse has a tendency to chew on the stall walls and door. With that little cup on his chin he wouldn't be able to have his mouth at the right angle to do it. Our horse used to have the same problem, he just grew out of it on his own.

Ive scene anti cribbing collars before and this is one I don't see how it would keep them from getting the angle. A horse who wants to crib does it because its an addiction after a while. They get pretty clever about how they go about it.

You're right. I thought about it afterwards and it didn't really make sense. The only other thing I can possibly think it would be for is if there's some kind of injury that needs to be covered on the underside of its head and neck.

we used to have a horse that would tuck his head and chew and lick his own chest raw (I know WTF O_o) we sort of made him a thing like this to stop that....maybe this is more common a problem than we though...I'd never heard of it before until we had that horse

No idea. Ive never heard of that problem but it could be a stall stale vise.

I can say for sure this is anti cribbing muzzle =)
They just put it there in a wrong way... There suppose to be one more strap going through horse's nose. Like here

I knew a horse that would crib... he'd make himself burp all the time O_o on top of the chewing of course. The stall door was a mess.
