I really liked the glowing version so I uploaded this one. xD

Well, first I used Photoshop, second, once I'm done with an image I flatten it and then make a duplicate of it. Make sure none of the layers are a background. Otherwise it won't work. xD
On the bottom copy I filter it with Blur > Gaussian Blur with a radius of 5.0. Apply and go to your top layer. Under the layer option is a drop down box. It says normal, change it to soft light and viola! 8D SUPER AWESOME GLOWYNESS!
Once you've done that, you'll notice how um... Plain things look without the effect. xD
But sometime the glowyness can be too harsh. You can fix this by changing the opacity of your bottom layer. :3 Hope this helps!
