Wheezies are strange creatures, essentially being humans turned into living suits by a strange concoction of gasses. This particular example was a soldier, and now serves the small Wheezie nation of Bepom, guarding the trench network that protects it from aggressive outsiders.

He's a unique example in more than just that he's a Wheezie that actually fights (albeit with a dart gun rather than anything lethal, Wheezies being pacifists after all), but in the odd design of his suit. His filter was worn as part of the backpack on the gasmask he wore in his previous army, and as such, he still must wear it post-transformation to keep his life-giving filter supported.

Furthermore, his helmet, as with most Wheezie warriors, seems to have stayed on, unlike the rest of his uniform, and despite the presence of a strap, stays attached. His weapon is of Wheezie manufacture, and likely is loaded with sedative darts or transformative gas capsules. Finally, unlike most Wheezies, his body is made of chemically treated, thick fabric instead of rubber, likely due to the construction of the mask he was wearing when transformed.
