I still say Bob would have used his death ray to off Spaz. Daleks are pathologically disposed to employing their death rays as their only weapons. Since I was able to elaborate on my hypothesis polysyllabically, that validates it as fact. The Dalek did not attempt to exterminate Spazfox. *puts on a fez and puts a Sherlock Holmes-style pipe to her mouth, blows, and bubbles come out* Yay, bubbles! :D

But you see, that's the beauty of it. No telltale sound, no obvious weapon pattern. Thus, nobody would suspect that Bob shot him. At least, not with a handgun.

Bunches of Daleks escape the Genesis Ark. The Doctor gets most of them back in there. Same with a bunch of Cybermen. At least one of each remains (one Cyberman shows up in Torchwood, for example)
