Actually no, since saving data in a Spectrum is tiresome and hard to keep track of if you don't have a reliable disk system. And it's also hard to transfer these pictures to the PC except if you connect the Spectrum to a TV tuner on PC.
It is drawn with a program called "Sevenup" from Spanish coder Metalbrain.

Well, the concepts of using mass storage between Spectrum and the C64 could not be more different. The newest incarnation of the divide is said to emulate all kinds of floppy drives, but not all of these floppy emulators work alright with a Fat formatted card. For example, my Tape emulating firmware requires the card to be formatted in the ISO9660 format.
And then it's difficult to get a mouse of spectrum. There are different kinds of mice and not all drawing programs use any kind of mouse.
On the C64, it's a little less difficult. The maximum amount of effort is a X-1541 cable where you connect the drive to a PC...

So you're talking about something like the 1541-III. Yeah, on the spectrum it has to be a device that plugs into the expansion port, maps a rom into the area where in the spectrum rom is empty space (about 4kb) are reroutes the tape loading routines to the emulated tape deck on the card.
