I found and downloaded a font called ModeNine that perfectly replicated the old font used in Closed Captioning back in the day http://www.dafont.com/modenine.font
I afterwards used the Rectangular Marquis tool on Photoshop and filled it in with black behind the text in another layer, fairly simple stuff.
