The actual concept for Ashchu comes for the anime. I don't know a title or episode nubmer, but I do remember catching most of this episode once. Which bugged me to no end, as I could never find the name of the Pokemon spellcaster that did that to Ash.

It's a very obscure episode, somewhere in the later Johto saga. I only caught maybe 3/4 of the episode, but I remember specifically that the random character was a Pokemon magician or spellcaster... the exact wording escapes me at the moment. She was researching a spell 'to understand the language of Pokemon'. Most of it was about collecting the final ingrediant: a tear from an Aipom. Team Rocket stole the book, and tried to get the tear... in the end, the Aipom laughed hard enough at their misfortune to shed a single tear (the tear couldn't have been from pain, which was Team Rocket's plan). I think... maybe 2 minutes at the end of the episode were devoted to the Ashchu, and yet fans have latched onto that with an iron grip. As I said, the main reason it stuck in my mind was becasue the witch had a Murkrow, though the idea behind the episode got me thinking about story ideas. And yes, the first book had a smudged page, so she didn't actually know what the effect of the spell was to be.... which was a shocker, as Ash became a Pikachu. To my knowledge, they never mentioned that run in again... though, I haven't watched the anime much since.
