I've always been more of a Makoto/Jupiter fan, but Flora wouldn't be able to pull that one off. Cotton on the other hand...
But Flora makes an excellent Ami/Mercury, Scarlett is perfect for Rei/Mars, Jex could work as Haruka/Uranus, Misty for Usagi/Moon, and Hain is just perfect for Minako/Venus. Hmm, all the inner and one outer, who else for others?

Well then, prepare to be educated.
Here's a lineup of the Guardian, or "Inner," Senshi. From left-to-right, they are Kino Makoto (Sailor Jupiter), Mizuno Ami (Sailor Mercury), Tsukino Usagi (Sailor Moon), Aino Minako (Sailor Venus) and Hino Rei (Sailor Mars).
The Outer Senshi are, from left-to-right, Tenoh Haruka (Uranus), Kaioh Michiru (Neptune) and Meioh Setsuna (Pluto).
Lastly, there is Tomoe Hotaru (Saturn) who is often grouped with the Outer Senshi, but actually stands alone in the official lineup. That's because she isn't even supposed to be awake and is the magical equivalent of a nuclear deterrent. (The Silence Glaive, her weapon, can destroy entire planets.)

Awesome. Though to be honest i'm a little out of the loop on this one/
