It's Cr"e-"eon aka Axis again and this time in his dream position, sitting on his thrown reigning over all existence, killing everyone and anyone he pleases. He's actually come close to this position twice in his life, and held it once for about a week before he was stopped.
A bit more about Axis, he's a triatar, one of the three main sub groupings of tantar, along with midtar and suuntar. Triatar are known for their squared bodies as opposed to the sharp bodies of suuntars and rounded ones of midtars. he is also showing off his mechanical hand here. He gained it in an escape attempt by chewing off his UNBOUND hand so he could use it as a majik catalyst.
His childhood was described as perfect, he was given everything he needed to succeed, and his wealthy parents greatly loved him and told him they would always help in any way do make sure he was doing what he loved... so he killed them at the age of twenty. Tat's pretty much all the backstory there is too him, he kills because he likes too, and he sees nothing wrong with it, it's just fun.

*cringes at the pain from the ice, but tries to bear it so he cant see how much it hurts my tantar body* *thinks: at least he doesnt know I am a dragon too, and can just turn back and fly away and not be hurt by the ice* *gulps and uses the grass beneath us to wrap around his ankles. it is only grass, but it is the best i got left. the wall took way too much energy, and then runs again*
meh Cre'eon would just want to kill them, very slowly, if needed he could search out a way to do it all at once, like how he brought the tantar people to their knees in one day... there are 15 billion of them thoughout multiple universes. not to mention the IU humans and all other IU species...
