Ow... I remember that part, but never though that you´ll continue with it. The first frame reflect very clearly the pain that Bill have experienced just now, and Bill´s expression is convincent too. Indeed is a sad scene. Also good work with the dynamic lines and the idea of "blurring" his leg for the movement ilusion.
When the accident was just happened, he was very terrified to an extend that he dare not to sleep, until he was adopted by Charles family, but he is still having that dream continually haunting him as he grown up. The only explanation is that his mother's death causes a severe post traumatic stress syndrome in Bill that couldn't recover fully even after such a long time. :(
Ow that´s right, I almost forgot that Bill saw his mother´s death when he was younger, that affects even more for a kid with such thing, and even impossible to treat it. No wonder why he´s my favourite characters of yours, even with that problem, he won´t let that affects a lot in his life and he moves forward.
I looked at that expression and I tried to read my impressions of emotion from the face without first reading your text. Wondering if these cries of "NO!" were:
-Anger
-Fear
-Denial (sort of an obvious choice)
-Pain
-Sorrow
Well, it turns out I read anger or rage, and re-viewing it, I looked and saw yes, these eyes and cheeks and some parts of the mouth were indeed given emotional cues to show us grief. Since we get a lot of body language off the eyes, I think the brows definitely help sell the grief part. Why didn't I pick up on that? I think it was that big, roaring maw, which does tend to provoke someone, since it's lined with fangs, which none of us are accustomed to seeing (well... anyway), and the muzzle of a furry is hard to "sell" as being downturned in grief when it's wide opened in a roar!
Any way to close the maw just a bit, or give it a look more than a or look would sell this grief image much more poignantly. This is the punch needed in this panel, and although the eyes are selling it really well, the maw totally hid their performance for me.
This is all subjective criticism, meant simply as a critique and completely unqualified as any valid artistic commentary - other than hoping to be helpful. This is all I can try for.

Yes, bared fangs definitely are a "threat" cue to mammals, just like a grin and a smile and a SNARL are 3 different toothy expressions, all having to do with subtle exposure of the TEETH. Or in furry terms, how much fang you show. So that might be a quick fix for this, somehow (artistic license) draw the fangs back so the teeth are more humanly flat in the mouth so the expression of the mouth can read more downturned and sad.
