Actually, under the Equal Rights Act, and the Dudley Act, you cannot discriminate against transformed peoples. Further, the act of transforming is, for most, sudden, uncontrollable, and unexpected - transforming in the middle of a competition actually can hinder a person as they deal with the shifting.
