By the time she got rumours that the director was a mad scientist that uses forced hormonal treatment and and unfair treatment to run a niche market of sentient bovine milk, it was really late. She came here with an army but he already had automated defences with giant robot controlled by a crazy IA and a mind controlled super-villains with new abilities.

You seem really confident that Frederick Rogers will be stopped. The doctor Rogers is smart. if he lose this will only be a setback. He will plot a revenge on Arrowhead and her allies. At best, they will have merely delayed him, at worst, they will be added to the work force until they get rescued or build a successful revolt in the prison.

The doctors Rogers isn't that picky. He will take milk from any sentient cow or goat that he can get the hand on. I bet he would love to add his herd. And if possible, learns more about your lactating superpower to transmit it to as much prisoner that possible. His cows that to get resistant to the hormonal treatments and drugs that he injects them to keep them productive.
