It was a simple enough plan: con their way into a fat scholarship, spend a year partying at the academy, then drop out and pocket the remaining cash. But well, you know what they say about the best laid plans of mice and men... or in this case, greedy young Rattata.
After putting forth a rather absymal freshman year, Arnie and Ollie discovered too late that if they didn't graduate, they'd be required to pay back every last cent of their scholarship money. Now, after being held back and entering their fourth year as juniors, they're not much better off then when they started. They only know five moves between the two of them, one of which is totally useless to either of them. They have no reputation to speak of, and even the weaker and younger students that they constantly try to bully aren't all that scared of them. And worst of all, their "easy money" has just about run dry.
Needless to say, these two aren't exactly thrilled with their current state of affairs.
If you ever need to tell them apart, keep in mind that Ollie talkth with a lithp, becauth he doethn't file down hith teeth like Arnie doeth. He thpith a lot becauth of that, too.

Unfortunately these two have the work ethic of a dead Snorlax and to be honest, despite looking and acting the part of tough guy bullies, neither one actually has any clue how to fight properly. Not helping matters is the fact that they're known to let out a high pitched SQUEEEEEEEEEK!!! and run away if someone who could put up a fair fight starts after them.
Basically neither of them really has any business even being at the academy, but since they've already wasted a huge amount of someone else's money they have no choice but to try and ride it out till graduation. And annoy as many people as possible until then.

Oh man you got the reference! Haha, awesome! I was wondering if anyone would catch that.
But yeah, I pretty much designed them to be like Bulk and Skull from the early '90s run of Power Rangers... would-be bullies who are about as menacing as a pile of dirty laundry. And likely to end up being very well acquainted with the insides of lockers and trash cans once they start annoying the wrong students.

Yeah I used to watch the old old NWA wrestling when I was a kid, it came on ESPN when I got home from school. Got dragged into it again when I was in college, but haven't kept up with it in what, 10 years or so. Though I have found that a lot of the pro wrestling dynamics work well in the PCA pokemorph world. Actually every member of Team Jet was partially inspired by a wrestler.
My range is from early WCW up to Wrestlemania XX, but after that it just became too unbearable to bother with (thanks John Cena). Admittedly I have more of a penchant for the really stupid parts, so of course I have to work those in where I can. For example, Ole Anderson was partially responsible for The Shockmaster, which is famous for being the worst wrestling gimmick ever... so of course I had to have Ollie's primary attack move be Shock Wave. XD
Also glad to see I'm not the only one that uses some pro wrestling elements to get an idea of how the whole PCA universe works. They do seem to fit together rather well. :)
So might I ask which wrestlers inspired Team Jet? You've really got me curious now.

Ah yes the infamous storm trooper helmet covered with gold glitter... I missed that reference.
Nicole was partly inspired by Triple H and old school Four Horsemen era Ric Flair, Tenebra straight up by the Undertaker (you might recognize the pendant on the necklace she wears), Mitzi by Mick Foley (lovable, cuddly, or flat out insane), and Methelza was inspired in attitude and wardrobe by Raven (ECW era). Nicole's father Felix is something of an unholy combination of Vince McMahon and Austin 316.

Now that you say that, I can definitely see those traits in all of them... now Tenebra is a hundred times scarier (I knew I recognized that design from somewhere) and Mitzi seems like she'd be a lot lot more fun to be around. And Nicole's dad? Oh wow. I was planning to model Eddie Sr. after ECW-era Paul Heyman, so heaven forbid we ever see what happens at a parent-teacher conference with those two around!
Knowing all this also explains why Dominic reminds me so much of Shawn Michaels... :)

Only problem is that move has to be learned through breeding, and I think it's a touch late for either of them to go that route now. ;)
The main reason they have such crappy movesets is that they've neglected their grades too long, and until they show some actual commitment they're not allowed to learn anything more powerful. If real college students can't play sports when they neglect their schoolwork, then PCA students shouldn't get to blow off their classwork and still learn dangerous new battle moves, or so I see it anyway. Finishing your work and getting a bad grade is one thing, but not doing it altogether shows a lack of responsibility. Not exactly a trait you want when you teach someone how to throw around huge fireballs, right?
I think about this too much. :P

Jenny: You guys wanna go get some nachos or something?
Boris: Da, sounds much better than this disaster.
Eddie: I wonder if they'll still be going when we get back.
Weaver: You're coming back?
Eddie: Good point. Say, is that a new yo-yo?
Perjan: Hey, wait up you four! I think I'll go with you...
