The second submission in the Costober Halloween event. Mihoshi from Tenchi Muyo dressed as Harley from Batman Arkum Asylum. The reason for this costume choice is that these two are both equally bubble headed and kinda opposite each other in positions being ones authority and the other is a criminal. And also I wanted to see what Mihoshi would look like that outfit.... I regret nothing.
