Hm... it's a manga-esque minimalist style choice, really - I've seen lots of great pictures with the mouth fully delineated, as your dragon sketches to date attest. Personally I just find it easier with long muzzles to avoid figuring out where the whole of it goes :3. It brings focus to the most expressive areas of the mouth too. The drawback is it really limits the amount you can open the muzzle.
If I do decide to omit a portion I always anchor it with a line at the tip of the muzzle and at the mouth's edge, if that's any help. Those areas tend to be the most important structurally/emotionally and feature the deepest shadows. If you want to retain the whole line but still want to dabble in this technique, it might be a rewarding exercise to fiddle around with line weights, particularly while the mouth is closed.
