Because it's an artistic challenge; to create a 24 page comic in 24 hours, making it as high quality you can given those constraints. That means an hour a page on average. For one reason or another, time constraints forced them to move onto the next page before completing this one. Guess they'd rather make sure to get all 24 pages done than fall short.
The teacher's (if you can call him that) weapon is also unfinished. Looking over all of the pages uploaded so far you can see that its entirely unfinished. I imagine they are just uploading these images so we can get the story? Not entirely sure, but I know I can see the circle for his head in panel 2 and its far from the only artist's guide lines I can see so far.

These are incredible considering your constraints!! It really shows how great of an artist you are. An artist can really get out a lot of emotion when they don't get caught up in the detail. I have always loved figure sketches because of this concept.
