This is Zach, from the old 80s/Early 90s Teenage Mutant Ninja Turtles cartoon by Fred Wolf Films. He was known as the Fifth turtle despite being a human. Now, that little disrepancy has been fixed!

I don't think Zach was meant to be a parody, and the turtles did clearly care about him at least, and usually when they DID get annoyed he'd end up being a key factor to their victory that episode. I will note he was a huge hit in Japan (they actually included him in one of their ending only, even though he appeared in a handful of episodes. :P
