I suggest GIMP, you can install and customize brushes.

look up "timelapse photoshop painting" on youtube and "timelapse GIMP painting" as well to see how people work, its a really good place to start.
and DONT try to draw by only drawing outlines, remember those old books where you draw a bumch of circles? all those little shapes aren't just for drawing cartoons.
