The quills right now are very soft and tiny, they're not prickly at all.
Hedgehogs are born with tiny quills just below the surface of their skin, and they're also covered in a slimy membrane. It doesn't hurt the mother more than normal birthing pains. The quills start growing in within an hour or two of birth.
