Actually it depends on where and when. If paper or fine cloth was available for cartridges, then you used that, but you still kept your cartridges in something (a box or an apostle-like shell for some hunters) to protect it from damp. And if you inherited apostles from fifty-sixty years before and they carried about the right-sized powder-charge...
