NCR Combat Armor was THE hardest armor to get because the only way of getting it was to kill the guy wearing it and that usually took a grenade in the pants, but the truth is it just wasn't worth pursuing because the T51-B Power Armor's 5 points extra weight is canceled out by it's +1 strength, has a higher DT, and Rad resistance.... Well, there may have been one in the NCR safehouse, but I don't remember.
