Bodybuilding in the world of Empire City is a heavily regulated sport. Super-strength, after all, is cheating when normal people are still involved. As a way to keep things fair, only unpowered individuals are allowed to compete.
So when Hardhead drank an isotope-enhanced energy drink offered to him by a scientist in the search for the next performance enhancer that would take him to the top and developed superpowers, his life was momentarily ruined as he was barred from the sport he loved so much. Momentarily, of course, as he realized that he was not only stronger than ever before, he could control his own density. If he really wanted to, the boar could make himself as light as a feather... but making himself dense enough that he could take a freight train to the face and derail the locomotive with no damage to himself was something he focused on a whole lot more.
Now he's one of the rising stars of Empire City's super-villain underground culture. He combines some of the most perfect traits that other villains like to see in a newcomer: dumb enough that he can be easily talked out of sticking his nose into other villains' businesses, and strong and tough enough that he's able to make short work of any security and police officers in his way as long as he's not cornered.
He's already managed to defeat a number of heroes by himself, as well. Including a certain ice-cat just starting his career that he beat down in a museum, transformed temporarily into a cat with muscles and lack of brains to mirror his own, and then had a (kinda) consensual j/o session with before his temporary henchman helped him load up a "borrowed" semi with priceless goods and take to a safe house apartment. Mind controlling transformative balancing scales are a hell of a drug. That hero eventually did manage to send him to jail (by calling the police), but the boar's been out for several months and harbors no hard feelings. That's just how things work in Empire City.
Besides, that cat had the cutest damn moans when he could barely rub two brain cells together.
