So basically, an artist designs a character and sells the right to use the design, sometimes as an auction. Basically if you were to buy this girl for example, I would send you the file without the watermark, she would become yours to repost, give a backstory, rename, commission art of, even resell, whatever. (Different artists have different rules, my only one is not to alter the art I did.) :3
