For the record, there was a foil in one out of every three packs in the original release of the Pokemon TCG. This is higher than the original ratio in Yu-Gi-Oh and Magic, I believe. I'm not sure what Magic's initial distribution of foils was but I'm fairly sure it was lower than 1:3. Yu-Gi-Oh's initial distribution of foils was 1/12 Ultra, 1/6 Super, 1/24 (hobby) or 1/36 (retail) secret.
So even on the hobby packs, it was 7/24, still under the 1/3 average from Pokemon TCG.
