Well, that doesn't really seem like it would apply to guns. I mean, a gun isn't a bullet. It fires them. Even if there was such ammunition available, I'm sure non expanding bullets could be made. Um, why are expanding bullets banned? And why does a post apocalyptic society honor this ban?
How is it cruel? I mean, I imagine it might be a bit more painful, but it also seems like it would better guarantee a kill. And really, if you're already shooting at them, I think we've passed the point where you're trying to avoid causing pain. But maybe I'm missing something here? Is it, like, exceptionally more painful or something?

It still seems like the expanding rounds would be more likely to get a killing shot. Which is important, because you want your enemies to drop dead when you shoot them, and a lot of times, and I know this probably sounds weird, people can still keep going for a while after they've been hit.
When i went under for my oral surgery they had this brown glass bottle that had the stopper on a lever that was held close with a spring like one half a clothespin... When you levered the stopper away the fluid contents sprayed out as a stream and vaporized on skin contact to chill and numb the site pre-IV by only the heat that was sapped by the vaporization
