its not the light actually. behind the housing is 2 small circular meshes that is electrocuted. 1 positive the other negative. when a bug passes through the housing and touches the meshes it completes the circuit and BZZZAAP! The light is a just a light. the buzzing sound you hear is the sound of the air being charged with the ions from the mesh inside the housing.
Heh, I dunno why, but I'm reminded of this scene from A Bug's Life. Funny picture. Echin did a great job.
